[M] MDIP schema has some problems with enumerations

Description

The MDIP schema has things enumerated in the <Target Keyword> group that are incompatible with using any standard vocabularies such as those on BODCs vocab server. Have advised them of this.

I don't understand this. We can't make them use the BODC vocab list. ... What do you actually mean?

They can put 'MDIP' in their <TargetName?> tag, but they couldn't put 'NERC_DDC' or 'NERC' as well if they wanted to (e.g. BODC might have such records). Their enumerations won't allow it. Plus we would prefer the vocab namespace of the keyword to be the ndg one. That way we know the semantics (they really mean 'I am part of MDIP'). They only allow 'MDIP_TargetVocabulary'. Similarly they only allow numeric term keys, whereas ndg ones are alphanumeric.

Just add to this that this he wisdom of these enumerations has been questioned in the MDIP schema comment process pre-1.0, but it looks like they like tying these down too tightly ;(

Now, if they enumerated the vocab IDs and used the IDs from vocab.ndg for all the vocabs...
