Local NDG access to GCMD valids vocab in Postgres

Description

The terms table in the BADC catalogue needs to be populated and accessible to allow reverse-engineering of the DIFs to common format.

Actually the BADC catalogue is completely separate to this matter. Reverse engineering is happening under the auspices of NDG for NDG Discovery. Therefore we should be using NDG vocab server directly. Need some generic NDG Client software to utilise the vocab server. Does such exist that we can grab? Python? Java?

Thought it was MDIP, not NDG per se (OK, where does one start and the other end). There is a known way to access Postgres, or another JDBC accessible DB from an eXist XQuery, but not one to access a WS and it would take a while to sort it.

Use the NDG Postgres installation on glue(dev)/superglue(when goes live).

How neccessary is this for ingest, discovery conversions? We can do it, eventually if necessary, but Browse is going to use the vocab server directly I believe. So I think this is low priority?
