[DS] Fix bug in time formatting in DateTimeManager.py

Once again using existing date time formatting in python fails to cope with climate data epochs. I was relying on time.strftime() to format a time tuple. However, years like 1873 were "out of range". Added a "formatYear()" function to get around this!
