IN2P3, CNRS stands for "Institute nationale de physique nucleaire et de physique particules", "Centre National de la Recherche Scientifique". This is where the bbFTP website is hosted.

The website itself doesn't mention ownership, only a list of contributers, and the source is GPL. It's worth noting that the bbFTP mailing list shows no signs of activity -- the last post was in January 2006. I don't believe the project is very active.
