Cruise reports and equivalent references for flights et al.

Description

After discussion, BODC have two kinds of cruise reports to should be added to the dgCruise activity record, online references and external citations.

It is appropriate to add these to the dgCruise element under a "dgCruiseReport" element, but do other activities of similar type have the same requirement?
