CSML - Should parameter have mandatory gml:id?

Description

In the example csml doc parameter is of form: <parameter xlink:href="CFStandardNames.xml#air_temperature"/>

However <parameter> contains a Phenomenon, which is a subclass of gml:Definition.

gml:Definition has a mandatory gml:id attribute, so therefore should <parameter> have a gml:id attribute..?

The <parameter> property doesn't need a gml:id, but the Phenomenon entry to which it points in the phenomenonDictionary entry does. E.g. see CSMLExample_AlternateProfile_CompositePhenomenon.xml within:  http://proj.badc.rl.ac.uk/ndg/browser/TI02-CSML/trunk/csml/XMLInstances/ProfileExamples.zip
