Finalise MO_Facility

MOLES draws an important distinction between platforms and facilities. We need to make sure that MO_Facility is appropriately characterised.

Consider the examples:

• FAAM is a facility which has an aircraft.
• CFAR is a facility which has a ground station (Chilbolton) which has a bunch of radars.
• FGAM has a bunch of instruments.
• Chilbolton is a platform run by CFAR which has a bunch of instruments.
• Forensics might be a laboratory in London which uses an instrument.
• Hector is a supercomputer owned by EPCC ...

So what are the facility types? Is the concept helpful? No! the interesting stuff is in the platforms. SO let's destroy the typecode ...
